Three-level linkage division of labor and rescue

At 21:48 on May 21, a magnitude 6.4 earthquake occurred in Yangbi County, Dali Bai Autonomous Prefecture, Yunnan Province, with a focal depth of 8 kilometers.

At 23:00 that night, the National Health Emergency Team (Yunnan) was assembled and set off from the provincial capital Kunming to the disaster area. "We have 10 people in total, responsible for public health risk assessment, pathogenic microorganism testing, drinking water safety monitoring, environmental disinfection, etc.," said Zhao Shiwen, the captain of the emergency team and deputy director of the Yunnan Provincial Center for Disease Control and Prevention.

At 4:30 am on May 22, the emergency team arrived in the earthquake zone. Immediately, the province, state, and county coordinated to divide the rescue work. Five temporary centralized resettlement sites were quickly set up locally.

Epidemic prevention and control are not relaxed

Zhao Shiwen said that the new crown pneumonia epidemic has not yet ended, so unlike the past, this earthquake relief must be done with both hands-not only to do a good job in public health services, but also to avoid the outbreak. For this reason, when setting up temporary centralized resettlement sites, try to avoid gathering of people. "Some victims live in the same tent with their families. In this case, masks must be worn in the tents."

On the other hand, Zhao Shiwen said frankly that there are many mountainous areas in the area, and the open and flat outdoor space is limited. Therefore, the tents are set up more compactly.

"Next, we should pay attention to whether there are suspicious cases such as diarrhea, fever, etc., at the resettlement site, especially fever cases. Once they have symptoms, take relevant measures immediately." Zhao Shiwen introduced that the current local infectious disease direct reporting system remains unblocked. Suspicious cases and fever cases can be reported as soon as possible. “While fighting the earthquake and disaster relief, the prevention and control of the new crown epidemic cannot be relaxed in the slightest.”

The reporter learned that the earthquake caused damage to some equipment in the laboratory of the Center for Disease Control and Prevention in Yangbi County, and "some monitors failed." Zhao Shiwen said that the good news is that through the joint efforts of local and provincial experts, most of the equipment has returned to normal operation. "The new crown laboratory can be tested normally and has nucleic acid detection capabilities."

It is understood that a few days before the earthquake, there have been many earthquakes of low magnitude in the area. Therefore, the new crown vaccination work is currently suspended. The good news is that the earthquake did not affect the local vaccine cold chain system, and vaccine safety is guaranteed.

Zhao Shiwen said that after earthquakes and other disasters, drinking water sources may be contaminated, and direct drinking is prone to intestinal infectious diseases such as typhoid fever, cholera, and dysentery, and severe cases can be life-threatening. Therefore, you should drink boiled water or bottled water with qualified sanitary indicators as much as possible. Water that has been disinfected with bleach powder must be boiled before drinking. Drinking unsterilized water is strictly prohibited. "As of 12 o'clock on May 23, the first round of rapid risk assessment has been completed in the disaster area, and drinking water has been sampled, mainly from factory water and peripheral water, a total of 26 samples, and testing is in progress."

Secondary disasters need to be vigilant

The reporter learned from the second press conference held by the Press Center of the Yunnan Yangbi 6.4 Earthquake Relief and Disaster Relief Headquarters on the evening of May 22 that as of 15:00 on May 22, the earthquake caused 35 casualties in Dali Bai Autonomous Prefecture, including deaths. 3 people were injured and 32 people were injured; 7 were seriously injured and 25 were slightly injured.

According to provincial experts, five of the seven severely injured patients had fractures and two had head and chest trauma. In addition to 12 minor injuries who have been discharged from the hospital to recuperate, 20 of the minor injuries are now being treated in the hospital. The State Health Commission and related hospitals have organized expert consultations and carried out treatments for injuries.

In addition, the state has sent a total of 148 medical staff and 18 ambulances to carry out rescue operations, effectively alleviating the pressure of first-line treatment; and formed 8 medical teams to carry out roving medical treatments at temporary settlement points. The existing inventory of the Dali Central Blood Station is expected to guarantee the blood needs of at least 500 wounded and sick.

Aftershocks are still happening. "Almost every half an hour." Zhao Shiwen said when connecting with reporters on May 23.

Experts reminded that the epicenter of the earthquake was in the mountains and valleys and fault zones. In a relatively strong earthquake, attention should be paid to the damage caused by the falling tiles of houses, the collapse of tall furniture, and the falling of hanging objects to prevent secondary disasters.
